A migration should preserve more than the content itself. Depending on the system, that can include metadata, versions, URLs, taxonomies, rights information, workflows, integrations, and reporting dependencies. The goal is to preserve the context other systems and teams rely on, not just move files or records.
A general-purpose CMS becomes a poor fit when routine editorial, multimedia, subscription, syndication, or distribution workflows depend on heavy customization, repeated workarounds, or developer support. The issue is usually not CMS downtime. It is that normal publishing changes start creating developer bottlenecks, manual handoffs, or increasingly fragile integrations with the systems around it.

A DAM also manages digital assets but is often used more broadly across brand, marketing, and enterprise content; the boundary between DAM and MAM is not always strict. A CMS is primarily focused on organizing and publishing content to digital experiences such as websites and apps. In a media environment, these systems may overlap or coexist depending on the workflow.
Rights management records what the business is allowed to do with content under contracts and licenses. Availability is the resulting question of whether that content can be offered in a particular territory, channel, or time window. Entitlement determines whether a specific user or account should receive access. DRM provides technical protection and access control for the digital media itself. These are related, but they solve different problems.
